Commitment to a team approach is essential to the successful completion of the Toledo Waterways Initiative, specifically the improvements at the Bay View Wastewater Treatment Plant and the modifications to the collection system.


Black & Veatch (www.bv.com) was selected as program manager of the Toledo Waterways Initiative because of its national expertise and commitment to the local community. Black & Veatch is one of the largest and most diversified engineering/construction firms in the world. It provides services in the infrastructure and power fields and is headquartered in Kansas City, Missouri. Black & Veatch’s local Toledo office is located at 420 Madison Avenue, Suite 1005 in downtown Toledo.

Black & Veatch and the subconsultants working on the Toledo Waterways Initiative have made a pledge to each other and to the City of Toledo to work together for the benefit of the City and its residents.

The individual firms selected to assist Black & Veatch on the Toledo Waterways Initiative were chosen based on their talents, resources and energy. In the process, an integrated, effective and cooperative team was formed. The blend of the nationally recognized expertise of Black & Veatch and the technical experience and resources of local firms ensures appropriate and effective application of technology and investment in Toledo.

As part of the commitment to the City, an economic development contract was approved that requires 90 percent of the work done on the Toledo Waterways Initiative be done locally, with at least 50 percent of the work being completed by local firms. The Program has a goal to award at least 10 percent of the work to minority business enterprises.

This program is an opportunity not only to boost our local economy, but also to benefit local MBEs.
