Commitment to a team approach is essential to the successful completion of the Toledo Waterways Initiative, specifically the improvements at the Bay View Wastewater Treatment Plant and the modifications to the collection system.   Black & Veatch was selected as program manager of the Toledo Waterways Initiative because of its national expertise and commitment to the local community. The blend of the nationally recognized expertise of Black & Veatch and the technical experience and resources of local firms ensures appropriate and effective application of technology and investment in Toledo.   As part of the commitment to the city, an economic development contract was approved that requires 90 percent of the work done on the Toledo Waterways Initiative be done locally, with at least 50 percent of the work being completed by local firms.
