Commitment to a team approach is essential to the successful completion of the Toledo Waterways Initiative, specifically the improvements at the Bay View Wastewater Treatment Plant and the modifications to the collection system.
 
Black & Veatch was selected as program manager of the Toledo Waterways Initiative because of its national expertise and commitment to the local community. Black & Veatch is one of the largest and most diversified engineering/construction firms in the world. Black & Veatch and the subconsultants working on the Toledo Waterways Initiative have made a pledge to each other and to the City of Toledo to work together for the benefit of the city and its residents.
 
The individual firms selected to assist Black & Veatch on the Toledo Waterways Initiative were chosen based on their talents, resources and energy. In the process, an integrated, effective and cooperative team was formed. The blend of the nationally recognized expertise of Black & Veatch and the technical experience and resources of local firms ensures appropriate and effective application of technology and investment in Toledo.
 
As part of the commitment to the city, an economic development contract was approved that requires 90 percent of the work done on the Toledo Waterways Initiative be done locally, with at least 50 percent of the work being completed by local firms. At least 10 percent of the work must be awarded to disadvantaged business enterprises (DBEs).  
In addition, Black & Veatch supports the Capacity Building Program at the University of Toledo, a program aimed at expanding the number and depth of the area's DBEs.
 
This program is an opportunity not only to boost our local economy, but also to benefit local DBEs.

  Capacity Building Program - The Capacity Building Program in Construction for Disadvantaged Business Enterprises (DBEs) and workers provides extensive training, mentoring, management and technical assistance. It was spearheaded by Mayor Jack Ford as a strategic development process to include minority participation in current and upcoming large-scaled institutional, commercial and industrial construction projects.
 
These projects, which are estimated to cost in excess of $2 billion over the next 15 years, include not only the Toledo Waterways Initiative Project, but also the I-280 Bridge Construction Project, the Toledo Public Schools Facilities Improvement Project, Toledo Hospital Construct Project and the Marina Entertainment District Project.
 
The program began in January of 2003 under the tutelage of Ken Dobson from the University of Toledo and has since attracted more than 100 participants. Its primary goals are to enable DBE participants to qualify for larger construction projects and to procure more contracts at progressively higher levels; increase earnings and profitability; attract, prepare, retain, advance and engage more-qualified minority construction workers into the construction industry; and to develop long-lasting relationships with some of the larger and profitable construction companies.
