SSES Studies
As the Toledo Waterways Initiative continues to rehabilitate Toledo’s sewer system,many neighborhoods have been part of a Sewer System Evaluation Study.
These studies were required under the Consent Decree between the City of Toledo and the Ohio and U.S. EPAs which called for the creation of the Toledo Waterways Initiative.
The SSES project involves multiple activities including the following:
- Inspection of sanitary sewer manholes, storm sewer manholes and catch basins, including photographing all storm and sanitary structures, updating the City’s database and developing a geodatabase for storm sewers
- Testing of sanitary sewers by using smoke introduced into the sewer with blowers. Engineers documented areas where smoke escaped in order to identify defects in the sewer system and identify direct, clean-water connections into the sanitary sewer system.
- Introduction of dye into catch basins in the streets and also around homes identified as potentially having direct connections to the sanitary sewer system. This testing was done to identify direct clean water connections between the storm and sanitary sewer systems.
- Monitoring of water and wastewater flow and sump pumps
- Cleaning and closed circuit television inspection of all sewers in the affected areas
- Hydraulic modeling of the storm and sanitary sewers
- Private lateral inspection
- Public information program
SSES studies have been undertaken in several neighborhoods. More information about individual project areas can be found under Current & Future Projects.

Manholes and catch basins will be inspected throughout the project.

Smoke and dye testing will be conducted in the spring and summer of 2006.

Six to eight homes will be selected for sump pump moitoring.

Sanitary laterals will also be inspected.

All sanitary and storm sewers will be cleaned and inspected during the study.
