W-4 Downtown Tunnel

W-4A Downtown Tunnel Optimization

Project name:
Downtown Tunnel Optimization – Phase One Sediment Removal

Project location:
The existing Downtown Tunnel traverses Lagrange Street from Water Street to Superior Street and then along Superior from Lagrange to Monroe Street, ranging in depth from 40 to 65 feet.

Overview:
The project consists of removing sediment from the existing 13.5-foot diameter Downtown Combined Sewer Overflow Tunnel that has accumulated since the tunnel was built in the late 1980s and early 1990s.  Sediment depth varies from one to four feet along the 5,300- foot tunnel.  The selected contractor will remove the sediment using existing access shafts and dewater the sediment.  The remaining solids will be deposited in covered containers before being transported to an approved landfill.

Timetable/Costs:
The project is expected to start this spring and be completed this fall.  It is valued at approximately $1 million.

Additional:
Optimization of the Downtown Tunnel will begin once the cleaning is complete and will involve some construction, mainly at the pumping station on Water Street.

Two additional tunnels service Toledo’s south end and are located north of the Anthony Wayne Trail will be cleaned and optimized beginning early 2012.

NOTICE – The Ohio EPA has reviewed the referenced project and finds neither a Supplemental Study nor an Environmental Assessment is required to implement the project. Consequently, a Finding of No Significant Impact is being issued for this project.  The findings of the Ohio EPA, dated April 25, 2012, are contained in the following document.  “TOLEDO – Tunnel Optimization Phase 1 – Limited Environmental Review.pdf
